IIP is co-located with the U.S. Coast Guard Research and Development Center at the University of Connecticut-Avery Point in Groton, CT. During the ice season a reconnaissance detachment (RECDET) deploys to St. John's Newfoundland. HC-130H Hercules aircraft used for ice reconnaissance are home based at USCG Air Station Elizabeth City, NC.
